MPP is Marijuana Policy Project they have written many laws for states across the United States, most of them good legislation. Where they have initiative that are written to get put on the ballot for the legalization of Medical and Recreational Marijuana.
AZFMR
Arizona for Mindful Regulation
This organization was setup by a group of Arizona MMJ patients that was informed of the initiative and the negative effects it had towards a lot of aspects of the initiative that they believe would not be beneficial for Arizona, its push forward towards recreational marijuana and its medical marijuana program. They drafted up an initiative and gathered enough votes to be on the ballot.

Legal Possession Limits
Each initiative has a legal amount a person will be able to posses.
MPP –
Legal Possession Limit is 1 ounce of marijuana and 5 grams of concentrates.
AZFMR –
Legal Possession Limit is 1 ounce of marijuana and 1 ounce of concentrates.
Allowed to Grow
MPP –
6 Plants per adult. The State of Arizona, City, County or Municipal CAN PROHIBIT Home Growing. If they feel it is a nuisance or dangerous. Locations may enact zoning regulations for marijuana establishments and they can limit the amount of marijuana establishments.
AZFMR-
12 Plants per adult. The State of Arizona, City, County or Municipal CAN NOT PROHIBIT Home Growing. If they feel it is a nuisance or dangerous. Locations may enact zoning regulations for marijuana establishments and they can limit the amount of marijuana establishments.
Arizona Medical Marijuana Program
MPP
They will replace it with the Department of Marijuana License and Control.

Keeps AZDHS in place.
Number of Retail Licenses that will sell Marijuana

160 – 10% of alcohol license in the state.

Possession & Penalties

Marijuana – More than 1 ounce is a petty offense. More than 2 1/2 ounces is a Felony.
Concentrates – More than 5 grams is a Class 4 Felony

Marijuana – More than 1 ounces Petty Offense. More than 2 1/2 ounces is a Misdemeanor.
Concentrates – More than 1 ounces but less than 2 1/2 ounces is a Petty Offense.
Possession For Sale
MPP
Possession for sale of any amount if a Class 4 Felony.
AZFMR
Possession to sell under 8 ounces is a Misdemeanor.
